Digital cameras have changed the way we capture and store memories. 1. Manufacturer

BIS grants certification only to the actual manufacturer of the product. Importers and dealers cannot obtain the license directly. However, a foreign manufacturer may nominate an Authorized Indian Representative (AIR) to submit the application and manage certification formalities. Even then, the final license is issued in the manufacturer’s name.

2. Manufacturing Address

The manufacturer must provide the exact address of the factory where the product is manufactured. If the same product is made at multiple locations, each site requires a separate BIS license.

3. Product

Every product category requires its own BIS registration. If a product line includes different models under the same category (for example, multiple digital camera models with similar specifications), then a single license can cover all these variants. However, this applies only if the technical specifications are aligned.

4. Brand / Trademark

Each brand name or trademark must be registered individually. If the same manufacturer produces the same product under two different brands, then two separate BIS registrations are needed.

BIS Registration Procedure for Digital Cameras (IS 13252:2010)

The process for BIS Registration depends on whether the applicant is a foreign or domestic manufacturer. While the general steps are similar, foreign manufacturers must fulfill additional conditions due to their international presence.

A) Procedure for Foreign Manufacturers

Step 1: Nominate an Authorized Indian Representative (AIR)

Foreign companies that do not have a liaison or branch office in India must nominate a local Indian representative. The AIR will coordinate with BIS on behalf of the manufacturer and handle documentation and communication.

Step 2: Online Submission

The application must be submitted online through the official BIS portal along with basic manufacturer and product details.

Step 3: Testing the Sample

The product sample must be tested by a BIS-recognized testing laboratory in India. The test must be done according to IS 13252:2010 standards, and the report is a mandatory requirement.

Step 4: Submit Application (Online/Offline)

The application along with the test report and required documents can be submitted online and in hard copy. It must be properly signed and sealed.

Step 5: BIS Verification

BIS officials verify the documents and test reports. If needed, they may ask for clarification or additional documents.

Step 6: Grant of Licence

Once the verification is complete and the application meets all compliance requirements, BIS grants the license for the digital camera.

Guidelines for Nominating Authorized Indian Representative (AIR)

Foreign manufacturers must follow specific guidelines for choosing an AIR. These include:

• Clause 1: If the manufacturer has a liaison or branch office in India, it automatically becomes the AIR.

• Clause 2: If there is no office, but the trademark owner is based in India, then the trademark owner is designated as the AIR.

• Clause 3: If neither a liaison office nor a trademark owner is in India, the foreign manufacturer may appoint another Indian entity as their AIR.

B) Procedure for Domestic Manufacturers

Step 1: Online Submission

Domestic manufacturers must begin with an online application via the BIS portal.

Step 2: Product Testing

Samples must be sent to a BIS-approved lab for testing as per the IS 13252:2010 standard.

Step 3: Application Submission

After obtaining the test report, the complete application along with the report is submitted online and in hard copy format.

Step 4: BIS Verification

Officials will review all submitted documents and may ask for clarifications.

Step 5: Grant of Licence

Upon successful verification, BIS grants the registration certificate.
